This is a fish wheel. Actual size replica of ones that where used to harvest salmon out of the Columbia River back in the old days [1800's]. They were the gill-nets of the day & people predicted they would wipe out the Salmon runs. It was a slick contraption designed to scoop up the fish & then shuttle them off to the side when the basket hit the top. My Dad & I speculated that this might might actually be functional, provided you had a power source, water, and salmon.
